§ 23.45.070 APPEAL TO PLANNING COMMISSION.
   Any person aggrieved by the decision rendered by the Director in granting or denying any application for a permit under this chapter or in revoking a permit issued under this chapter may appeal the decision to the Planning Commission. The appeal shall be made by filing a written notice thereof with the Department setting for the grounds for the appeal not later than ten days after receiving notice of the decision of the Director. The Planning Commission may grant relief if the applicant presents clear and convincing evidence that there was an error in the decision of the Director.
