Conditions of approval may be applied when the proposed design does not comply completely with any of the criteria contained in this chapter and shall be directed towards bringing the design into conformity. When the proposed design does not meet the above standards and cannot be conditioned to comply with the standards, the plan shall be denied and referred to the applicant for redesign and resubmittal.
