§ 23.44.020 APPLICABILITY.
   Any land use entitlement which authorizes new construction or exterior modifications to an existing structure shall be subject to the design review standards set forth in this chapter. Approval of an application for such a project shall be obtained pursuant to this chapter prior to the issuance of any building permit or other entitlement.
