The specific plan is a recognized planning tool to systematically implement the city’s General Plan for part of the area covered by the General Plan. The 2300 Poplar Specific Plan is created to promote the beneficial development of the zone in a manner consistent with the long-term land use and planning policies. This zone is designated to facilitate a mixed use and commercial development on a site which has been designated for regional commercial uses and is compatible with the surrounding areas mix of land uses, and is necessary to accomplish the objectives, policies, general land uses and programs of the Alhambra General Plan.
