The EMC zone is intended to provide for a broad range of retail and service commercial activities, operating under development standards designed to create a compatible and harmonious setting. Therefore, attention shall be given to a proposed use to ensure that appropriate standards are incorporated within the project design in terms of site orientation, building placement, open space, landscaping and the provision for pedestrian and vehicular circulation. The use of land, buildings and structures on any property within this zone is subject to the issuance of a commercial planned development permit, as provided for in Chapter 23.62 of this title.
