Any interested party affected by the inter-pretation of the provisions of this title by a staff member of the Department of Community Development, the Director of that department, or the Planning Commission, may request a review of the decision by the Director, the Planning Commission or the City Council, respectively, within ten calendar days of the decision. Such request shall be filed in writing with the Department of Community Development, stating specifically the title provision(s) in question, together with any such information as may be required to assist in the review of the matter. In its review of the interpretation, the appropriate review body shall consider the purpose and intent, as well as the letter, of the pertinent provision(s), and shall affirm, modify or reverse the interpretation.
