§ 23.08.060 USES NOT SPECIFICALLY PERMITTED IN STATED DISTRICTS.
   When a use is not specifically listed in the chapter devoted to uses permitted, it shall be assumed that such uses are prohibited unless it is determined by the action of the Planning Commission, following receipt of a recommendation from the Director of Community Development, and a public hearing, that the use is similar to and not more objectionable than the uses listed. A determination of similar use may be initiated by any person or agency pursuant to Chapter 23.80 of this title.
