Notwithstanding any of the provisions of this title, whenever a lot has been included in a redevelopment plan, adopted pursuant to Cal. Health & Safety Code §§ 33000 et seq., or a specific plan, adopted pursuant to Cal. Gov't Code §§ 65000 et seq., if such plan contains any regulations relating to land usage, such regulations shall control to the exclusion of any contradictory provisions of this title as to such lot.
