If an existing industrial waste treatment plant or facility or sewage treatment plan, any portion or all of which is in the city, is added to or altered, a permit shall be secured in accordance with the provisions of this code before commencing work thereon. The completed work shall be accepted only when the entire plant shall meet all of the requirements for new facilities as provided in this code, except that existing facilities, used and undisturbed, may not be rejected solely because they are not new.
