§ 152.29 PERMITS.
   (A)   No person shall plant, treat, spray, or prune a street tree or hire a certified arborist to care for a street tree unless the Tree Board or its designee shall have first granted a proper permit. Said permits may be issued to property owners or to certified arborists.
   (B)   No person shall remove a street tree unless the Tree Board or its designee shall first have granted a proper permit. Said permits may be issued only to certified arborists, defined in § 152.30.
   (C)   No permits shall be necessary in the emergency situations detailed in § 152.26.
   (D)   Every permit issued by the Tree Board or its designee shall specifically describe the work to be done.
   (E)   An annual permit may be issued to any public utility for trimming trees in public rights-of- way. The utility subcontractor shall meet the requirements of this subchapter.
