(A) Installation. No bench, chair, or planter placed under the authority of this subchapter shall be installed so as to interfere with the normal and ordinary use of any sidewalk, street, or other public land.

(B) Repairs. No bench, chair, or planter installed under the authority of this subchapter shall be allowed to remain installed after it has become unsightly or in a state of bad repair.
