In addition to the general penalty provisions of § 10.99 for violations of this chapter, should any person under the age of 18 years accrue two violations within any six-month period, the custodial parent or custodial guardian of said minor shall additionally become liable for said second violation and may be separately charged for a violation of this chapter with the penalties described in § 10.99 accruing to said violation.
