It shall be unlawful for a person to provide food, water, or shelter to a colony of free-roaming cats unless:
(A) The colony is a managed colony that is registered with the Animal Care and Control Division or its designee; or
(B) The food, water, or shelter is provided in conjunction with the trap-neuter-return methodology as set forth in § 90.103.
