§ 90.005 FEEDING STRAYS; POISONING DOGS AND CATS.
   (A)   It shall be unlawful for any person, other than an ACO to place, feed, or make available to any domestic animal any food or hydration unless that person is the legal owner of such animal or the legal owner has given specific permission to another person to feed the animal during the owner’s temporary absence from his or her property.
   (B)   It shall also be unlawful for any person to place, feed, or make available any poison or poisonous food for the purpose of injuring, killing, or harming such animals. However, it shall not be unlawful for a person to expose on his or her own property common rat or mouse poison.
