It shall be unlawful to own, keep, or harbor within city limits any wild animals including reptiles and amphibians except small non-poisonous aquatic or amphibious animals and small caged birds not otherwise regulated. This prohibition shall not apply to permitted zoological parks, circuses, or performing animal exhibitions.
