No person upon roller skates, in-line skates, roller blades, skateboards, or riding in or by means of any coaster or toy vehicle shall go upon any roadway except while crossing a street or a crosswalk. When in said crossing, that person shall be granted all the rights and be subject to all the duties applicable to pedestrians. Nothing contained herein shall limit bicycles from using any part of the city streets, subject to further provisions of this code and the laws of the state.
