§ 71.09 FUNERAL PROCESSIONS.
   (A)   Identification required. A funeral composed of a procession of vehicles shall be identified as such by the display upon the outside of each vehicle of a pennant or other identifying insignia or by such other method as may be determined and designated by the Chief of Police.

   (B)   Permit required; exceptions. 
      (1)   It shall be unlawful for any member of a procession or parade to occupy, march, or proceed along any street or public way without a permit from the Chief of Police.
      (2)   The Chief of Police shall issue a parade permit only if it is in the public interest to do so. If the Chief should deny any person a parade permit, the Common Council shall review said action of the Chief of Police and determine whether it was correct.
      (3)   The Chief of Police may impose such conditions upon a parade permit as he or she deems to be reasonable and necessary for the public safety; provided, however, any person may, prior to the conduct of the parade or procession for which the permit is granted, appeal the imposition of the conditions by the Chief of Police to the Common Council. Upon an appeal, the Common Council shall determine whether the conditions so imposed were reasonable and may order the removal of such conditions or the imposition of other conditions as it deems reasonable.
      (4)   It shall be unlawful for any person to violate any of the conditions imposed in any parade permit granted to him or her.
      (5)   No procession or parade, except one composed of members of the United States Armed Forces, the state military forces, and the Police and Fire Department or a funeral procession, shall occupy, march, or proceed along any street except in accordance with a permit issued by the Chief of Police as set forth herein.
