Every motor vehicle with an internal combustion, steam, or air motor shall be equipped with a suitable and efficient muffler. No person while on the highway shall operate a motor vehicle with the muffler cut out or removed. No cutout shall be arranged or connected so as to permit the operation or control by the driver of any motor vehicle while in position for driving.
