§ 31.47 CODES ENFORCEMENT OFFICER.
   (A)   The city hereby establishes the office of Codes Enforcement Officer.
   (B)   The Codes Enforcement Officer shall be appointed by the Mayor with the approval of City Council, and may be removed by the Mayor at will, unless otherwise provided by statute, tenure, contract, or ordinance.
   (C)   The Codes Enforcement Officer shall not be required to execute the oath of office as set forth in Section 228 of the Constitution of the Commonwealth of Kentucky prior to the assumption of the duties of that office, unless required to do so by the Mayor.
   (D)   Under the direction and supervision of the City Administrator and the Mayor, the Codes Enforcement Officer shall perform building inspection, subdivision construction review, and code enforcement services, and review plans for the building and zoning permit applications, inspect building and subdivision construction pursuant to applicable federal, state, and city codes and ordinances. Some attendance at the Alexandria Planning and Zoning Commission, Code Enforcement Board and Board of Adjustments is required. The Codes Enforcement Officer shall perform inspections, review, order compliance, issue citations and perform the duties and obligations as follows:
      (1)   Perform all the duties and functions of the Zoning Administrator, Zoning Enforcement Officer and the Zoning Administrative Official under § 31.40, the Zoning Ordinance, under § 154.01, and Kentucky Revised Statures Chapter 100.
      (2)   Perform all the duties and functions of the Building Inspector under § 31.40, Chapter 151, all applicable building codes and the Zoning Ordinance.
      (3)   Perform all the duties and functions of the Site Development Inspector under § 31.42 of Zoning Ordinance.
      (4)   Perform all the duties and functions of the Code Enforcement Officer under Ordinances 5-99 and 8-99, and Kentucky Revised Statutes Sections 65.8801, et seq.
      (5)   All other duties, tasks and responsibilities of a Code Enforcement Officer, Inspector and Administrator as delegated by the City Administrator and/or the Mayor.
   (E)   The preferred experience, training and education for the Codes Enforcement Officer shall include graduation from high school supplemented by advanced course work in related fields and certified or certifiable Building Inspector with experience and/or education in subdivision infrastructure and construction review techniques and processes. Additional experience, education and training in codes administration, inspection and enforcement will be advantageous.
   (F)   Compensation for services for the Codes Enforcement Officer shall fall within the salary range of twenty-eight thousand dollars ($28,000.00) to forty-two thousand dollars ($42,000.00) per year, depending upon qualifications, training, experience and education under subsection (E) above; with the specific compensation to be as provided by separate ordinance of the city, be separate contract, and as appropriated in the annual budget of the city.
   (G)   There are no bond requirements for this office.
