§ 31.42 SITE DEVELOPMENT INSPECTOR.
   (A)   The city hereby establishes the position of Site Development Inspector. There shall also be Assistant Site Development Inspectors employed in a sufficient number to fulfill the duties and esponsibilities of the Site Development Inspector.
   (B)   It shall be the duty and responsibility of the Site Development Inspector and his assistants to inspect all new development within the city, including but not limited to street installation, storm sewer installation, and all other necessary and required inspections to be performed pursuant to ordinances, regulations, or other legal requirements under the jurisdiction of the city.
   (C)   The Site Development Inspector and the Assistant Site Development Inspector shall be employees of the city and shall be hired and shall serve at the will of the Mayor, and shall be paid for all services rendered at the rate of eight dollars ($8.00) per hour for Site Development Inspector, and up to eight dollars ($8.00) per hour for Assistant Site Development Inspector. The Site Development Inspector and the Assistant Site Development Inspectors shall provide their own transportation at their own expense, and shall be reimbursed for mileage driven in furtherance of their duties at twenty one cents ($0.21) per mile. The City Clerk shall prepare and send a bill each quarter to the Planning and Zoning Commission for all expenses incurred by the Site Development Inspector and his assistants performing inspections on streets and storm sewers, and the Planning and Zoning Commission shall reimburse the city for these expenses out of inspection fees collected by the Planning and Zoning Commission.
   (D)   All inspections of developments and improvements within the city shall be governed by the requirements of the subdivision regulations of the city, the Zoning Code of the city, and any other applicable city ordinances, regulations, or state laws.
   (E)   Sanitary sewer installation, sewer tap inspections and all other sanitary sewer matters within the city shall be governed and regulated by Sanitation District No. 1.
   (F)   It shall be the duty and responsibility of the Site Development Inspector to maintain a file on all streets and storm sewers from and after this date. Each file shall contain a copy of the plat or plans of the improvement, and all inspection reports. The file shall be created at the filing of the preliminary plat and shall be maintained by the Site Development Inspector working with and in cooperation with the Planning and Zoning Commission. It shall be the duty and responsibility of the Site Development Inspector to inform the City Council of all dates for inspection of these improvements for the purpose of accepting or rejecting these improvements for maintenance as required in the city subdivision regulations.
