No person shall repair any vehicle on a public highway other than emergency repair, nor park any vehicle for the purpose of so doing. No person shall stop a vehicle, leave it standing, or cause or permit it to be stopped or left standing upon the main-traveled portion of any public highway or upon any intersection thereof for the purpose of taking on or discharging passengers or for the purpose of making repairs thereon or to any part thereof. This provision shall not apply to a vehicle which is disabled while on the main-traveled portion the highway in such a manner and to such extent that it is impossible to avoid the occupation of the main-traveled portion or impracticable to remove the vehicle therefrom until repairs are made or sufficient help obtained for its removal.
