3-2-21: HOMEBREWER SPECIAL EVENT LICENSE:
   (A)   License: A homebrewer special event license may be issued for the purpose of allowing the licensee to serve homebrew samples at a City of Aledo approved special event for a period no longer than two (2) days.
   (B)   Application: A homebrewer special event license may be issued upon an application made with the Liquor Control Commissioner at least thirty (30) days prior to the date for when the homebrewer special event license should be issued.
   (C)   Information For Applicant: Any homebrewer special event license applicant shall submit the following information in writing:
      1.   If the applicant is not currently licensed to sell alcoholic beverages under this chapter, the applicant shall provide all information required in an application submitted pursuant to section 3-2-3 of this chapter;
      2.   To the extent it is not provided pursuant to subsection (C)1 of this section, the name of the applicant, a description of the applicant's principal place of business and a description of the event and location for which the applicant seeks a license under this section;
      3.   If the application is for a license applicable to a premises that is not owned by the applicant nor located on public property nor within the public right-of-way, an executed copy of the lease, rental agreement or other written authority for the use of the premises shall be furnished;
      4.   A statement of the applicant's plans for crowd control;
      5.   Certificate of insurance showing evidence of dramshop and liability insurance coverage;
      6.   The specific times and dates the applicant wishes the license to be in effect;
      7.   The names and addresses of each authorized officer or agent of the applicant who will be responsible for organizing and administering the event for which the license is sought; and
      8.   Copy of State of Illinois homebrewer special event license within two (2) business days of event.
   (D)   Types Of Sales, Hours: A homebrewer special event license shall authorize the licensee to offer samples of homebrew over a period of no longer than two (2) calendar days at City of Aledo approved special events. Homebrew samples may be served at a location that the licensee does not own nor hold a lease, provided that such location is not a retailer licensed premises. Homebrew samples served pursuant to a license issued pursuant to this section may begin each day other than Sunday no earlier than nine o'clock (9:00) A.M., and no earlier than twelve o'clock (12:00) noon on Sunday, and must conclude at the earlier of eleven o'clock (11:00) P.M. or in compliance with the operating hours of the event associated with the homebrew special event license. All samples served must be restricted to consumption on the premises authorized for use by the licensee.
   (E)   Limitation On Sales: Samples of homebrew shall not exceed two (2) ounces. The licensee shall serve no more than three (3) samples to a consumer in one day. Unless otherwise specified by this section, all operations of the licensee shall be in accordance with the requirements of this chapter.
   (F)   No Charge: Samples of homebrew served in accordance with this section shall be served free of charge. Homebrew may not be sold or offered for sale.
   (G)   Homebrewers: Homebrew served at an event associated with the homebrew special event license shall be made by a homebrewer as defined in this chapter.
   (H)   Fee: The fee for a homebrewer special event license shall be the sum pursuant to title 13, "Schedule Of Fees", of this Code for each calendar day, or part thereof, for which the license is issued.
