The members of the plan commission shall elect such officers as they may deem necessary, and adopt rules and regulations of organization and procedure consistent with the provisions of this code and state laws. The plan commission shall keep written records of its proceedings, which shall be open at all times to public inspection, and shall also file an annual report with the mayor and the council setting forth its transactions and recommendations.
