After the Chief of Police designates a particular parking space to be reserved for the handicapped subject to any time limitations as may be imposed and the Council has approved same, the Chief of Police is hereby authorized to designate and maintain any such parking space reserved for the handicapped by installing all necessary and appropriate signs and devices required to designate same, including, but not limited to, authority to paint such marks or lines upon the surface of any such parking space, in order to notify the public that parking therein is restricted to the handicapped.
