The north and south parking spaces respectively located on the east side of that portion of Northwest Second Avenue, Aledo, Illinois, lying adjacent to the building owned by Mercer County, Mercer Township, and the City, and currently leased to the Mercer County Chapter 652 of American Association of Retired Persons, Inc., an Illinois general not for profit corporation, are hereby designated as being reserved for the parking of vehicles either owned, operated, or under the direction of a disabled person while he or she is present in the immediate surrounding area.
