The provisions of this chapter do not apply to: a) a motor vehicle kept within an enclosed building when not in use, b) historic motor vehicles over twenty five (25) years of age and in an operable condition, c) motor vehicles owned and operated by the City of Aledo, Mercer County, the State of Illinois or of the United States government, d) a motor vehicle on the premises of a place of business engaged in the wrecking or junking of motor vehicles, or e) a motor vehicle on any premises zoned Class C, Light Industrial District, and the business located thereon is engaged in either a full time towing and automotive body repair service or in the sale of used car parts under license duly issued by the Secretary of State's Office for that purpose.
