No person performing any nonemergency construction or maintenance work involving excavation on any real estate in the city shall begin such work until he first calls the JULIE system in Illinois at least forty eight (48) hours in advance of such work (excluding Saturdays, Sundays, and holidays) and gives the following information:
(A) The location and description of the excavation;
(B) The date and time the excavation is to begin;
(C) The name of the person or company doing the excavation; and
(D) The name and telephone number of the persons to be contacted about the excavation.
In the absence of any evidence to the contrary, it shall be presumed that any excavation work performed in the city was done so under "nonemergency" conditions. (Ord. 8/86, 11-17-1986)
