8-11-4: MACHINERY; EQUIPMENT ON PUBLIC WAYS:
It shall hereafter be unlawful for any person to obstruct in any way any street, boulevard or sidewalk along the paved or surfaced part of any street in the city. Any person placing or allowing to remain upon such boulevards and sidewalks of any street in the city any vehicle, machinery, articles or matter of any kind whatsoever shall be deemed to be obstructing the same, within the meaning of this section, and placing or allowing to remain upon said sidewalks or boulevards of any vehicle, machinery, articles or matter of any kind shall be and is hereby deemed a nuisance. The provisions hereof shall not apply to those boulevards prepared for and maintained by the city nor to those portions of the street which have been designated for the express purpose of the temporary parking of motor vehicles whether the same be now provided for or hereafter established. The term "temporary parking" is hereby defined to be the parking of a motor vehicle in the areas referred to for a period not to exceed forty eight (48) consecutive hours.
