8-11-1: OBSTRUCTIONS PROHIBITED:
It shall be unlawful for any person to injure or obstruct any street, alley, or public ground in the city by felling trees, constructing and erecting any building or fence, or placing any other obstruction on or across the same or to permit any fence, building, or other obstruction standing on such street, alley, or public ground to remain thereon after notice by the chief of police to remove such building, fence or obstruction; provided, this section shall not apply to any person who shall lawfully fell any tree for use, and will immediately remove the same, or who may be engaged in the erection of a building or fence, or improving any lot upon any street but may be permitted to use so much of the street or sidewalk as shall be necessary for that purpose, not to exceed one-half (1/2) of the street and one-half (1/2) of the sidewalk; and provided further, that the street commissioner or chief of police, after notice given to the owner, or person so obstructing such street, alley, or public ground, as aforesaid, may remove any such fence, building, or obstruction, or cause the same to be done and the necessary cost of such removal may be recovered from such owner or other person so obstructing such street, alley, or public ground by the city, before any proper court having jurisdiction. It shall be unlawful for any person, firm or corporation to rake, place or mow fallen tree leaves, grass clippings or other yard waste into the pavement or into the gutter of any public street unless directed by the city of Aledo. No person shall permit grass clippings from mower swaths to remain upon city sidewalks, street pavements, gutters of any public street, or on abutting property not owned or occupied by said person.
