8-9-1: IMPROVEMENTS BY OWNER:
Any person being the owner of or having the control or use of any lots in the corporate limits of the city abutting on any street, may be permitted to construct or build boulevards or terraces in front of their said property and to improve the same by curbing with stone or brick tiling and filling in with dirt the part of the street in front of the respective lots so improved from the lot lines to the curb line on all streets, as the said curb line is now or hereafter may be established by any pavement improvement in said city; provided, on all streets where no curb line is established by the laying of such pavement, the boulevard or terrace right shall extend for twenty feet (20') into the street from the lot line; and provided also, that on all streets the municipal authorities of the city reserve the right to lay or maintain a sidewalk outside the lot line as heretofore provided.
