8-6-3: RULES AND REGULATIONS:
   (A)   The Mayor and Council shall appoint all necessary officers and agents for furnishing water, collecting water rents, and fix the term of office, salaries of such officers and agents.
   (B)   All work done in the streets must be done under the supervision of, and subject to the direction and approval of the General Superintendent or his duly authorized agent or representative.
   (C)   Each ferrule inserted in the mains or distributing pipes, and the service pipe to be laid shall be of the size specified in the permit and order; and the person to whom such work is entrusted shall report to the General Superintendent or his duly authorized agent or representative regularly and truly the exact location, number and sizes of all taps inserted and the length of service pipe laid in each case.    (D)   Applications for permits to connect service pipe with main or supply pipe shall be made to the City Clerk and there shall be payable to the City of Aledo at the time of making the application a fee pursuant to title 13, "Schedule Of Fees", of this Code. However, any fees or costs above and beyond the normal fees for a residential customer shall be charged for the cost to the City for the installation, fixtures and meter set in the amount that it exceeds a normal residential installation cost.    (E)   In making excavations in streets or highways for the laying of service pipes, the planks, bricks or paving stones, and earth removed shall be deposited in a manner that will occasion the least inconvenience to the public and provide for the passage of water along the gutters. Suitable barricades must be erected around the excavations and amber lights maintained at night if unfilled before nightfall. (Ord. 8/1889, 10-23-1889; amd.    (F)   All taps must be forty five degrees (45°) from the top of the main or pipe, and in no case within fifteen inches (15") of the bell or hub. (Ord. 15/92, 2-1-1993)
   (G)   Before filling the trench, the service cock in the street mains must be covered with a suitable cover and the earth must be well rammed under the main and to a level with the top thereof; from thence the trench must be filled in layers of not more than twelve inches (12") in depth, and each layer thoroughly rammed or puddled to prevent settling.
   (H)   It shall be the duty of the General Superintendent or his duly authorized agent or representative to supervise and direct these operations and, from time to time, report to the Council the manner in which the plumber performs his work and the condition in which he finds the filling, relaying and paving has been done.
   (I)   No water taken from the waterworks of the City shall permit the service pipe or fixtures connected therewith to become out of good repair, or unprotected from injury by frost.
   (J)   Hydrants, taps, hose, water closets, urinals, baths and other fixtures will not be permitted to be kept running when not in actual use.
   (K)   All service pipes shall be laid to a depth that will leave at least five feet (5') of earth over the top of the pipe at every point. (Ord. 8/1889, 10-23-1889; amd. Ord. 8/1904, 1-16-1905)
   (L)   All pipes used as service pipes shall be of ductile iron, copper, ABS plastic, PB and PE plastic or PVC and shall be submitted to and stand a hydraulic pressure of one hundred sixty (160) pounds to the square inch. All nonconductive buried service lines shall be installed with copper "tracing" wire.
   (M)   Indoor plumbing shall be constructed of pipe in weight at least equal to the kind of pipe known as "extra strength" and shall be submitted to and stand a hydraulic pressure of one hundred sixty (160) pounds to the square inch. The composition of indoor plumbing pipe shall be restricted to those types named in subsection (L) of this section. (Ord. 15/92, 2-1-1993)
   (N)   No private hydrant shall be located on the sidewalk or elsewhere beyond the limits of the lot or grounds owned by the party or parties to whom the permit is issued, except by permission of the Superintendent of the Water Department. (Ord. 8/1889, 10-23-1889)
   (O)   Each separate building or premises connecting to the City water distribution system shall have a separate and independent service line connecting directly to the City main. Each service line shall be equipped with a curb stop installed on the service line at the property line of the premises to be served. (Ord. 15/92, 2-1-1993)
   (P)   When it shall be necessary to break up a sidewalk for the putting in of water service pipes, there shall be maintained a safe crossing for foot passengers, and if found necessary to remove the whole width of the walk, travel may be shut off for the time being by the erection of suitable barriers.    (Q)   All applications for water service shall state fully and truly the purposes for which it is required; and when paying the water rents, the parties shall be required to truly answer all proper questions relative to consumption of the water, and in each application, the person or persons applying shall agree that in consideration of the insertion of the ferrule for his benefit, he will pay or cause to be paid the assessments to be levied on such premises for such water mains or pipe which is proposed to be tapped; and in case of misrepresentation by the applicant, or other use of the water not embraced in his petition, or unreasonable waste of water, being made to appear, the supply of water may be cut off, and all payments made thereon shall be forfeited to the City.    (R)   The Superintendent or his duly authorized agent shall be allowed free access at proper hours of the day, to all parts of every building in which water is delivered and consumed and to examine the pipes and fixtures, and to ascertain whether there is any unnecessary waste of water.
   (S)   The City reserves the right to order a meter to be applied to any service pipe whenever the Superintendent may deem it advisable the Mayor and Council concurring.
   (T)   Within forty eight (48) hours after completing any attachment or connection the plumber or pipe fitter shall make a true return, in writing, on the back of the permit, of the number of rooms or apartments in the building or premises, or other contemplated uses of water therein, according to the rules and regulations, and the tariff of water rates as shall be adopted by the Council, and file such report in the Office of the Superintendent of the Waterworks, and the supply of water shall not be turned onto any such premises until full returns are made by the said plumber or pipe fitter.
   (U)   No hydrants except fire hydrants, and public drinking fountains, shall be placed within the limits of any street; and no drinking fountain shall be erected for public use which shall have openings by which it can be used as a source of domestic supply.
   (V)   Water supplied to any place of which the rates and system of measurement is not provided for by other rules, shall be estimated by the Superintendent of the Water Rates Division and assessed at regular water rates, but whenever practicable a meter shall be used as a basis for estimation.
   (W)   All water meters or other water apparatus within any building together with the pipes and cocks shall be kept in good repair and protected from injury by frost or otherwise at the expense of the owner, or occupant of the premises using the same, and no claim shall be allowed against the City on account of the breakage of any such water service pipe, cock, meter or any of its attachments and connections. All defects must be reported to the Superintendent of Waterworks, in writing, and all such meters or other apparatus shall at all times be kept accessible for the inspection and examination by the proper authorities.    (X)   All water meters used by corporations or persons using large quantities of water shall be placed in such suitable location as the Superintendent of Waterworks shall direct, and such meters shall be kept under lock and key and be under the sole control of the proper officers of the City, who shall be the only persons entitled to have access thereto.
   (Y)   For a violation of any of the foregoing rules and regulations, or such as the Council may hereafter adopt, the City reserves the right to cut off the supply of water for any legal, just or proper cause shown, and twenty four (24) hours' notice given to the offender, either verbal or written, delivered to a person of proper age on the premises where the violation shall have occurred and being an occupant of any part thereof at the time of notice. And, in such case the water shall not be restored until back rents and damages shall have been paid, together with the sum as provided for in this chapter, for the expense of turning off the water and turning it on again. And the Council hereby reserves the full right, and power and authority to cut off the supply of water without incurring any liability, or cause of action for damages of any kind, for good cause shown (or in case of necessity on the part of the City) any permit granted, or regulation to the contrary notwithstanding, and in case of a second violation of any of these rules and regulations by any person, the Superintendent of the Water Rates Division may cause the supply of water to be again cut off, and a charge as provided for in this chapter be made for again turning on the supply, when applied for and the charge paid.
