The City Council shall have the power, upon the recommendation of the Director of Public Works and Utilities to condemn any and all sidewalk or sidewalks now constructed in the City, when the same shall be in such state of decay or repair as to be dangerous or unsuited any longer for the purposes of a sidewalk, and the passing of an ordinance, and approving thereof, for the construction or renewal of any sidewalk, shall operate and be construed as a condemnation of the sidewalk then existing along the proposed line of the sidewalk provided to be constructed or renewed by such ordinance.
