Except for minor repairs, it shall be unlawful to repair any sidewalk now constructed in the City with any material other than cement. The Director of Public Works and Utilities shall have sole authority to determine if any particular repair work for any existing sidewalk is minor or incidental resulting in no requirement that cement be used for said proposed repair work.
