The City shall pay fifty percent (50%) of the construction cost or costs of renewing any sidewalk within the City subject to a limitation that the City shall not be obligated to pay more than twelve dollars ($12.00) per square foot for its share for the construction or renewal of any sidewalk within the City. However, as to that portion of any sidewalk that is constructed or renewed at the corner of a City block and which runs from the curb thereto to a perpendicular line created by the nearest edge of a cross sidewalk to the said curb which exists or where said cross sidewalk would exist if constructed in a proper place, the City shall pay one hundred percent (100%) of said construction or renewal costs.
