No milk or cream or ice cream shall be sold or offered for sale in the city, for use in said city, either by the producer thereof or any dealer therein unless the said milk, cream or ice cream shall come from cows which have been tested for tuberculosis by some recognized state or federal veterinarian within twelve (12) months next prior to such sale or offer of sale; and no milk, cream or ice cream shall be sold or offered for sale in the city for use in the city, either by the producer thereof or any dealer therein that came from a cow that ever reacted to the tuberculin test or that is infected with tuberculosis.
