6-1-3: POWERS:
The Chief of Police shall superintend and direct the police generally and see that the various police officers are prompt in the discharge of their duties, and from time to time adopt such measures as they may deem expedient for the preservation of the peace and good order of the City and the prompt execution of the laws and ordinances thereof. The Chief of Police and Police Committee with the concurrence of the Council, may, and they are hereby authorized and required to make and establish such rules and regulations, not inconsistent with the laws of the State or the City, as may by them be hereafter deemed expedient and necessary for the management and control of the Police Department, and with a view to the vigilance, efficiency and usefulness of the Police Department and the orderly conduct of its members.
