Licenses shall be granted by the Mayor and Council upon the payment to the Clerk of such sum of money pursuant to title 13, "Schedule Of Fees", of this Code. If a meeting of the Council is not convened between the time of application for a license and the time of performance or exhibition, in such case the Mayor shall cause the license to be issued by the Clerk. Not-for-profit corporations organized and operated under the laws of the State for charitable, educational or civic purpose may request a waiver of the license fee at the time of application for a license.
