The Municipal Clerk shall, within three days after the appointment of judges and clerks of election, notify each of them of his or her appointment by mail and order them to appear at their respective polling places at least one-half hour prior to the hour fixed for the opening of the polls on the day fixed for the election. If any member of the Election Board should fail to appear at the hour appointed for the opening of the polls, the Chairperson of the Board shall elect as a member of such Board to serve in his or her place an elector from the same precinct.
