§ 71.01  UNLAWFUL OPERATION.
   (A)   It shall be unlawful for any person to operate a minibike upon any street or highway within the corporate limits of the municipality. For purposes of this subchapter, MINIBIKE shall mean a two-wheel motor vehicle which as a total wheel and tire diameter of less than 14 inches or an engine rated capacity of less than 45 cubic centimeters displacement or any other two-wheel motor vehicle primarily designed by the manufacturer for off-road use only; and ALL-TERRAIN VEHICLE shall mean any three-wheeled motor vehicle which is designed by the manufacturer for on- and off-road used over all types of terrain.
   (B)   Minibikes, their owners, and their operators shall be exempt from the requirements of the Motor Vehicle Operator’s License Act, the Motor Vehicle Registration Act and the Motor Vehicle Safety Responsibility Act.
