§ 150.68 OCCUPANTS; RESPONSIBILITIES.
   (A)   Compliance required. It shall be the duty of the occupant of every dwelling and of every dwelling unit to place and maintain it in such condition as will fully comply with the provisions of this chapter, and upon the failure of any occupant to do so, he or she shall be subject to the penalties provided by law.    (B)   Cleanliness. Every dwelling and/or dwelling unit shall be kept clean and free from any accumulation of dirt, filth, rubbish, garbage, or other matter deleterious to health or constituting a fire hazard, and free from rodent infestation. (`76 Code, § 6-46)
   (C)   Overcrowding. No occupant shall occupy any dwelling unit so that the occupation violates § 150.67(L) or (M). (`76 Code, § 6-47)
   (D)   Basements and cellars. The basement or cellar of every dwelling unit shall be kept drained and ventilated and free from rubbish accumulation and rodent infestation. (`76 Code, § 6-48)
   (E)   Basement dwelling units. No room in any basement or cellar shall be occupied unless the same complies with the requirements of § 150.67(L) and (M). (`76 Code, § 6-49)
   (F)   Garbage and rubbish receptacles. Every dwelling unit shall be provided by the occupant with receptacles to contain garbage and rubbish, which receptacles shall at all times be maintained in good order and repair and shall conform to the provisions of this code; provided, however, that where a garbage disposal unit or incinerator is in use and is in good order and repair, this provision shall not apply as to garbage.    (G)   Yards. All courts, yards, or other areas on the premises and outside the dwelling or dwelling unit shall be kept free from rubbish, garbage, or other matter deleterious to health or constituting a fire hazard, and free from rodent infestation. (`76 Code, § 6-51)
