It shall be unlawful for any person to locate, maintain, or operate any storage yard, space, lot, or site not housed within a building for the display, dismantling, storing, disposing of, or sale of used automobile parts, auto appurtenances, auto bodies, or wrecked automobiles, or to locate, maintain, or to operate in or upon any such storage yard, space, lot, or site, what is commonly termed as an automobile graveyard, without the consent of a majority of the property owners located in the block in which it is to be located, maintained, or operated and of a majority of the residents over the age of 18 who live in the block where it is to be located, maintained, or operated.
