It shall be the duty of the village to supervise tearing down and removal of any and all buildings, structures, or parts thereof which shall have been damaged by fire, lightning, windstorm, or other calamity and which shall not have been repaired or removed as required in § 150.20, and shall keep an account of such expense of such tearing down and removal and the amount of such expense shall become a debt against the owner, lessee, or other party responsible and may be recovered by the village in an action at law.
