It shall be the duty of the owner, lessee, occupant, or other party responsible for all buildings, structures, or parts thereof, situated within the village limits, that have heretofore, or that may hereafter become damaged by fire, lightning, windstorm, or other calamity, or shall become depreciated by neglect, misuse, or non-use, to such an extent as to render the same uninhabitable or not fit for use for which it was intended, to within 60 days after the occurrence of such damage or depreciation, to repair or reconstruct the same and render the same habitable and fit for use; or to remove the remains of said building or structure, or part thereof, within the said period of 60 days; provided that an extension of time therefor may be granted by the Village Council for good reason.
