In the event any bicycle, motorized bicycle or motor scooter which has been registered and licensed is sold, transferred, scrapped or otherwise disposed of by the registered owner, the owner shall notify the Akron Police Department as soon as possible, and the Police Department shall annul and cancel the registration on its records. A license stays with the vehicle and any new owner must re-register the vehicle as prescribed by § 73.02.
