The Town Council may enter into an agreement or contract with a school corporation pursuant to I.C. 9-21-1-3(a)(13) or the owner or lessee of a shopping center pursuant to I.C. 9-21-18 to adopt and enforce traffic regulations upon property under control of the corporation or person. For purposes of this section,
SHOPPING CENTER shall mean any parcel of land upon which is located one or more wholesale or retail stores or outlets, restaurants, business and/or professional offices or commercial
entertainment or recreational facilities. Traffic regulations adopted under this section and pursuant to such contract or agreement shall be adopted by ordinance in the same manner as normal town traffic regulations, as provided by § 70.04, and shall be enforceable by the town authorities and subject to the same penalties for violation as in the case of other town traffic regulations in accordance with §§ 70.20 et seq.
