§ 50.06 PROPER COMPOSTING OF BIODEGRADABLE WASTES PERMITTED; CONDITIONS AND REQUIREMENTS. 
   Nothing in this chapter is intended to prohibit the proper composting, on private property, of shredded or ground and completely biodegradable wastes or animal manure (other than human excrement), nor to prevent the subsequent use and spreading of the completely composted matter as a soil conditioner or fertilizer for flower beds, garden plots and similar applications, provided that:
   (A)   The composting is done in a contained bin or similar area out of general public view; and
   (B)   Is not permitted to produce objectionable odors, attract or propagate vermin, pollute runoff waters or otherwise engender any nuisance adversely affecting surrounding properties.
