Because of the danger to health from vermin and insects, and to children attracted thereby, the accumulation of or deposit upon any private property or public way in the town of any garbage, rubbish, trash or refuse of any kind or character is declared to be a nuisance; and except as hereinafter permitted, it shall be unlawful to place, deposit or accumulate on any private property or public way within the town any such garbage, rubbish, trash or refuse of any kind or character or to place, deposit or permit to be deposited in any unsanitary manner on public or private property within the town or on any area under the jurisdiction of the town any human or animal excrement, garbage, toxic matter or other objectionable waste.
