§ 33.03 FAILURES AND DELAYS IN ENFORCEMENT NOT A WAIVER OF RIGHTS AND POWERS.
   Except as provided under § 33.04, the failure to enforce or any delay in the enforcement of any provision of this code, either in any particular instance or in general over a period of time, and whether intentional or unintentional, does not annul the provision nor constitute any general or particular waiver of the rights and powers of the municipal corporation to subsequently undertake the enforcement of the provision.
