§ 52.19 LAWN WATERING RESTRICTIONS.
   (A)   The Public Utilities Manager or Water Department Supervisor may order emergency restrictions to limit water use during periods that is deemed an emergency situation. The Public Utilities Manager or Water Department Supervisor shall notify city water users by publishing a notice in the Aitkin Independent Age and on the local radio station.
   (B)   Residents with an odd numbered house are able to water their lawn and other ornamental plants on odd numbered calendar days. Residents with an even numbered house are able to water their lawns and ornamental plants on even days. Outside water utilization, for the purpose of lawn sprinkling, will not be allowed between the hours of 10:00 a.m. and 6:00 p.m.
   (C)   An exception may be granted for recently established lawns. Those lawns may be watered for up to one month after installation, subject to review by the Public Utilities Manager or Water Department Supervisor.
   (D)   In extreme cases, the Manager of the Public Utilities or the Water Supervisor has the authority to issue a total watering ban until such emergency situation has passed.
   (E)   The penalty for violating the Public Utilities' ban shall be as set out in § 10.98. The Manager of the Public Utilities and the Water Department Supervisor have the authority to discontinue a water service for willful disregard of the watering ban as to protect to the city water supply. If fines are assessed, they become part of the next month's water bill, and if not paid, may lead to disconnection of the water service. Reconnection of water service to the municipal water supply will not be allowed until all fines and the appropriate reconnect fee is paid.
