The requirements to obtain a permit and pay a permit fee as provided by § 150.01 of this chapter shall not apply to the following work:
(A) Work necessary for the purposes of providing services of a utility owned by the town;
(B) Work necessary for the purposes of providing services of a public utility or public service company franchised by the town if, and to the extent that, the franchise expressly authorizes such person to perform such work;
(C) Work performed, or caused to be performed, by an adjacent property owner by requirement of the town authorities on a public sidewalk pursuant to I.C. 36-9-36-17; or
(D) Any other work required to be performed by a person to comply with a statute or town ordinance or which is commissioned by the town.
